Yup it means the same thing. It depends on the area where each word is used.
I think East Coast uses the word "Rollback" and West Coast mostly use Flatbed".
It's funny hearing someone say 'Rollback' in California! Since we use 'Flatbed' in this state.

Just like "Towing" or "Wrecker" in the Yellow Pages phone book. When you travel across the country or stay at hotels. You will notice some put it under "Wrecker" or "Towing".
