TSA is all digital, NTSB is almost all digital now, and FAA is all digital except on the VHF/UHF air freqs.VA police are still mixed analog and digital depending on where you are. FBI is also still mixed, but is quickly converting to digital, and mostly encrypted, though there are a few ops still in the clear.

I have monitored TSA here in INDY for a bit, and noticed most of the time you need to be pretty close to the airport due to low powered ops. Though I did hear one conversation between a agent at the airport and one mobile coming in from Chicago, and from quality of the sound, was iether a band opening, or some of the units have mobile extenders.
