There is a method, documented in the instructions that come with RPM, which will allow you to "downgrade" a 7100 so that it can again be programmed and read with ProGrammer.
Any radio that was made to be read and written with ProGrammer can be restored to being readable
and writable with ProGrammer, even if it was upgraded to RPM compatibility, using the documented
method. But radios that were never supported by ProGrammer and are RPM-dependent can of course
NOT be downgraded to ProGrammer compatibility.
