If you are talking about this system...

Scanner Frequencies: Orange, County of (CCCS - Public Safety) Trunking System, Orange County, California

all you will be able to hear are those talkgroups in your neck of the woods with 'A' (analog). 'D' is digital, 'E' is encrypted (which nothing will receive). The 346 is an analog-only scanner. Of course, with that little antenna, your range is going to be limited to a couple of miles tops. You should pick the site(s) that give you the strongest signal

This should really be in the software forum (where I will have this moved) - however, without seeing your data file it's almost impossible to guess as to what is wrong. Two very common mistakes come to mind;

a. Allocating the wrong system type. There is a known bug in FreeScan .8E that causes the wrong system/site type to be downloaded from the database. Fixing it is as easy as changing it, then doing a 'replace' when you upload;

b. Forgetting to allocate - and enable - a system/site quick key and/or group quick key for each group (set of talkgroups).

You should take your file, zip (compress) it and attach it to your message. That way anyone also using FreeScan (I do) can look at what you have built and see if there's something amiss
