Now I guess I'm a little confused. On one end of my cable is a USB plug; at the other is the connector to the scanner. Am I not using the correct cable? I didn't seem to have this problem when I was using this same cable and program to control and program my old 246T.

Also, I tried lowering the UART settings, and the program kept telling me it couldn't connect to the scanner.
