Sounds more like someone is nervous for their job. Notice that the letter was CC'd to the field office in Detroit. Same thing happened in the late 80's. I recieved a warning letter for not id'ing my commercial station(which I was, I had a Zetron 38 panel in it). The station was in NYC and the FCC inspector was in Maine? I do know they have remote capability at a local Army base(formerly Fort Totten). So I called the guy in Maine, he said he was doing a courtesy inspection in the NYC area. I asked him what about the NYC inspector doing the inspection, for which I got no repsonse. I then asked him how long he monitored the frequency in question, his response was a few minuits. At which time I informed him, though he should have known that you only have to ID every 15 min. He thanked me for my response and hung up. I guess it is too quiet in Maine and Detroit, so why not troll in Dayton, radio capital of the US. Now in no way am I condoning the misuse of radio equipment, but I agree it would be better time spent going after those who are really causing harm to the radio spectrum. Another thought was that local hams were complaining, did the legwork for the FCC got the name and addresses. To me it looks like the FCC really didn't have to work too hard.
