Mankind cannot govern himself and never has been able to and never will be able to. Not until there is a Kingdom with God in charge will things change for the better. What did Jesus ask us to pray for? "Thy Kingdom come...on earth."? I haven't seen that Kingdom yet, but I look forward to it. Biden, Obama, Bush, Cheney probably all mean well.
