I think what you're saying is that someone should challenge the use of encryption by public safety agencies. In other words, you believe encryption use by public safety should be outlawed. That's not gonna happen. Public Safety users have every right to encrypt their channels if they wish. On the other hand, you have no "right" to monitor any of their transmissions in the first place.
