If you can afford to do it, get a scanner with alpha tags. It's much nicer being able to see what you're hearing without having to look at a list of frequencies to find out.
The Uniden BC346XT is great if it's not over budget. Others are good as well, but I'd emphasize the alpha tags in any event.
