I had your same problem then i went to psredit.com search for pro-106 and PSR-500. You will get a month trial on the software. You do need the cable from RS but it is worth the money. Play around with it or if you are a premium sub. to RadioRef you can just upload the data from the website and write it to the scanner. I can program one of these in a matter of 30 mins or less now.
