I found a reference on the internet saying that the BM-112U is rated at 12VDC 300mA
That 300 mA (milliamps) translates to 0.3A (amps) and your laptop PS is overkill at the 4.5 Amps. The A22 is spec'ed at 12-15Vdc maximum so the 16Vdc is also over that limit.
Best to stick to the original equipment as the charging time will be determined by that original wall transformer and the current rating of it (not overheating the batteries in the process). If you upgraded the transceivers battery to a higher capacity that may change (increase) the charge time of course.
