A different but related thought.
Selling the software is probably not a violation of a little known and almost never enforced federal law - the Communications Act of 1934. But charging for the actual feed, could be a problem.
The law states, in part, that you cannot repeat what you hear to a third party or make a profit from what you hear (or what a scanner hears?).
