What is your location? There are very few places where I would expect to be able to hear cells 1, 2, and 3. At my location in Bountiful I can do it, but it takes a 13 dB gain yagi to hear cell 1. When I try it with an omnidirectional 800 MHz antenna on the roof, the signal is just too weak. With a discone or 2/70 ringo, I can't hear it at all.

It sounds like you are scanning these channels in conventional mode. While that certainly will enable you to listen, it's a rather ineffective way. The easiest way for me to tell is to ask if you are only seeing the frequency displayed, or if you are seeing a readout of the talkgroup?

With a trunked bank properly set up, and set for control channel only mode, the only frequency you absolutely need to program is the control channel. The scanner will detect the rest. No need to worry about running out of memory locations, or having to spend hours entering frequencies.
