Not all frequencies licensed to a dept are operational. The 482's for SBFD may be for future use and the equipment has yet to be set-up. The 458's suggest simplex or low power fire ground or cross band repeaters. The 453's might be the same. If you can, try to monitor the channels they are known to use, if you think something is being left out from normal comms, then they are using other channels for their routine comms. Also, I think Fordyce is no longer being up-dated.
