I know a guy who can program EDACS systems, he has a local one programmed in his radio for nyc, but i think that doesn't require a programming key and he knows what he's doing, but i also KNOW OF a guy who was busted about 5 years back for interfering with a public safety communications system and he got 10 year probation and is never allowed to possess any type of radio equipment ever again, not even bubble pack, and that was right here in the bronx, i heard the FCC tracked him down and SOD knocked his door down while his kids were watching saturday mornining cartoons, I think he programmed out a federal system in an XTS,
But in the long run, a scanner would work better because the ever changing technoligy of P25 systems, and if the talkgroups go encrypted, change or go out of service, your SOL, you wouldn't want someone piggybacking off your landline, A scanner is more easily programmable, and to get CPS with a system key is like stealing the mona lisa, that is to even get a system key without making your radio a brick, Stick with a 396XT, works just as good and is also computer programmable...
