NCPD's new system will be Digital P-25.
I have the system on decode right now at my house using a PRO-2069 and PRO96COM.
Pro96Com only decodes P25 Trunk system, and I am getting valid hits.

Program those into your radio and see if you pick anything up.
Keep in mind that all their freqs except for the "NC RPT" are Duplex / Simplex.
You need to scan both sides of the freq to hear both sides of the conversation. I program my NYSPD Bank with NO DELAY on each freq. If you are far from the vehicles, or using an indoor antenna you may not hear the mobiles talking back to base.
