This frequency is used as the HIGH (over 8000') approach frequency for CLT.

I was in the Afton Ridge Shopping Center near JQF. 12/21/2011.

JQF is in the NE A&D quadrant of CLT about 10-15 miles from CLT.

I was hearing the 128.32 ground xmtr very loud and clear; much clearer than I could hear any of the other CLT A&D or Tower frequencies ground xmtrs..
I got the impression that the 128.32 ground xmtr was at JQF.

Is this correct?

Is this a common FAA practice to put ground based XMTRs for the approach frequencies for an airport at a location off the grounds of the airport?

Yes, as most large TRACONs serve many airports outside of the primary airport. Here in Atlanta I can think of at least 6 remote transmitters for Atlanta TRACON.

Can't speak to the details on the one you speak of though as I don't know much about the CLT area.
