Here's an example of an ARTCC frequency change where they actually issued a NOTAM.
This is ZAB Sector 45, north of Phoenix, FL290 and below. Change confirmed from monitoring (LiveATC - handoff from PHX departure).
See how long it takes them to update the AFF ?
