Default Narrowband

According to an article in today's "Times Daily" 7-26-09, Colbert County will be going to narrow band from wide band, in the near furure. They recieved a grant from the Department of Justice of over $60,000.00 to do this, and it will be a repeater system. I also stated that a 180 ft. tower will be installed, but did not say "where".
The article stated that according to the FCC, all systems must do this by 1-1-13.

My question is, what is the difference between the two? Also, will the "bcd 15" and "996t" be able to moniter this?

narrowband: using narrow band of frequencies: functioning within a narrow band of broadcasting frequencies

wideband: responding to or operating at a wide band of frequencies; "a broadband antenna"

BCT-15 FREQUENCY PARAMETERS: For each frequency you program you can also assign an alpha tag, the modulation (AM, FM, WFM), attenuation, priority, external record, alerts, and CTCSS/DCS sub-audible tones (a first for a BearTracker).
