I'm not knocking your source, but I programmed in the frequencies in conventional mode several weeks ago, and I haven't heard anything on them, not even a control channel. Plus, I couldn't find a pending or active license for any 700MHz system in Montgomery County.

From what i've heard, the GRE scanner that does Phase II will only do Phase II X2. It won't do true Phase II.

I am afraid that were are not going to be able to hear only a few talkgroups on the system till a Phase II scanner comes out. I was told that a link from Huntsville to Mobile already has been made. There is a group net that meets monthly on the system. It is encrypted and Phase II. The current p25 scanners are quite someone transmits in Phase II so nothing will be heard.

That would be heard on the PSR-800 now. Beta firmware for P25 PII released today and working fine so far on MSWIN .

Well you now have an official governing body. Actually for more than two months now.

State of Alabama: Office of Governor Robert Bentley

(was mentioned in the MS Wireless Commission's September meeting minutes, is actaully how I found it.)
MWCC September meeting minutes

EDIT: While looking for something else I stumbled across this 3 year old document which still has some interesting stuff in it.

That is a transfer of control from EMA to Alabama Regional Communications System (which is not a part of the State of Alabama). ARCS was formed to be the governing body for the system that covers Talladega and Calhoun counties.

Yeah, this topic is about the eventual statewide system, of which the ARCS(1D0) will no doubt become a part of some day, but as it is right now, and the foreseeable future, there is one, and only one, ARCS system. 1D0

Documents pertaining to the STATE (46B) system are linked above. With nothing better to go on right now I suggest 46B, and this thread title, should be named Alabama First Responder Network, from the Executive Order #34 linked above Until something more official comes along.

Also another potentially key piece to this puzzle is due out this month, so anyone who can, keep your eyes peeled for it's release
