That is the way it WAS, because that is the way the radio system was set up years ago. You see, North and South were one "Central" precinct, and they were Channel 1. Well East became a precinct and they were channel 2. West was 3 and then when North and South were seperated, South became 4.
But, as the new system came on line, and to coincide with the car numbers south was changed to channel 3 and west became 4.
