I am reading in the Alaska Dispatch News Feb 4, 2016 about a driver pulled over "while listening to APD" on a cellphone app. Guess that's one reason to upgrade from my Nokia candybar phone.

Not from the frozen north, but isn't all PD and HP 'E'?

Mostly. You'll find that some agencies around the state are in the clear - and even analog. Anchorage, from the scanning standpoint, is encrypted, but the department has been providing a feed on broadcastify since they turned the encryption on in November of 2013. That feed is delayed by some time, but the rumblings within the department are that they are looking for a way to do away with it for good. The latest cases as this one from the article, and the robbery when the feed was off for a week certainly don't help the case.
