Kodiak ALMR Up and Running?

I heard today that the Kodiak City Fire and Police are now on "some new system" that is suppose to be some amazing thing. I suspect it is the state ALMR system, but don't have a clue how to access it yet.

I have a new Uniden TruckTracker III, (246T), but after decades of being a conventional scanner junkie, I can't figure this thing out. I'm afraid that I'm going to have to ask for some help in getting it up and running.

You will have to have a digital scanner to listen to the ALMR. I do not think that the Uniden 246T is digital capable. I just got a Pro-96 from Radio Shack and love it. Also to program the ALMR system you will have to get the software from http://www.starrsoft.com/software/win96/ and an interface cable.

I read an article recently about the Kodiak switch to ALMR and the PD Chief (T.C. Kamai) made, what in my opinion were, very ignorant and anti-scanner statements.

He made it sound like it was illegal anyway for people to listen in to their communications and that now most likely they won't be able to, etc. He also cites the reasons to keep the public from listening in as part of a Homeland Security mandate. Unless someone can point to where exactly that is stipulated, I call B.S. Most of the federal and Homeland Security mandates have to do with using narrowband and being able to have interoperability with all other agencies in the event of big disasters and terrorists acts and NOT about blocking out the public in general totally from day to day traffic/communications.

I'm also wondering if they're going to leave out the media, which usually also depends and monitors Public Safety communications as part of their information sources.

As far as I know, there's no laws in any of the 50 states about scanning being illegal. About the only law that most states have is to not use one during the commission of a crime and some states, understandably, don't allow convicted felons to possess one. There's two states I think, that have a law about using a scanner while mobile in a vehicle but as usual, Ham operators are exempt of that.

Some Kodiak information from my cruise trip in July 17th, 2009

ALMR talkgroup 18304 Dispatch was in the CLEAR, The other user was Encrypted.
Looking at the Pro96com logs. Radio ID 1181700 from TG 18304 was the only one encrypted.
I believe the dispatch was saying "Kodiak". Unknown if it was State trooper or local PD.
Didn't have much time to monitor due to a whale watching trip that day.

Confirmed both site numbers. So update the database from the temporary site number being used. Will submit it soon to the database. Just posting the info for Alaska Scanner Users.
