Alphanumeric Pager Question

I dont know a whole lot about pagers, but I have been wondering about something:
Are there any pagers in which it's settings (such as capcode) can be changed by the user, or do they all have to be programmed by a special device?

on moto's the device can be purchased and used... useless for you and me though. My fire department uses them for messages (Not dispatch by any means), with us having so many, and firefighters being so rough on stuff, we have 20-30 pagers sitting around and a programming kit. basically, I break mine, we program a new one with my info, send off the broken one. really fast turn around when we do it ourselves. It just costs too much for you to buy one to play with.
