Always nice to see states saying they support federal laws. :D

PRB-1 isn't a law, as such; it's only an FCC recommendation, but each state that passes a law that incorporates it strengthens it. Of course, you're going to see stuff like some towns thinking they can ignore it, like the Village of Swanton in Ohio; see the following link State Government Liaison .

The language from PRB-1 has been included in Part 97, so it is an FCC rule (91.15(b)).

Laws can only be enacted by legislative bodies.

Yes, but regulations issued by government agencies have the look, feel, smell and taste of law. So until a real law comes around, they will do.
