Default TM-D700a Service Mode

I took a computer mouse, cut the mouse off so I could use the connector. I found pins 3 and 6. I shorted 3 and 6 together with the radio off, holding "F" and "TONE" while powering the radio on does NOT put the radio into service mode. It doesn't do anything. Any help???
