Question general coverage mod required for ts 440 kenwood

hi everyone, we have this strange ts 440 s with the atu after the mars mod is done its still refusing to transmit below 27.500 on anymode it transmits above there np but 11 metres 26 & 27mhz from 26965 to 27495 and up it only receives can anyone that has had this problem tell me on how to fix this problem ,thx satob1 nsw australia
