1500 watts and a beam antenna pointed in the right direction might solve you problem.

I had an issue like this at my house. I had to put my TV on UPS back up system to solve my problem. It has very good filtering and isolates the TV from the House wiring.
If he has his TV hooked to an outside antenna, try hooking a ground rod to the antenna.

I have a Panasonic 50-inch Plasma TV in the next room from my hamshack. I went with Plasma for its blacker blacks, and better color accuracy. I have never experienced any problem with my ham rig while the TV was turned on.
