What is the best time of the year for rxing? And or what weather conditions help or hender.

What frequencies? The lower the frequency, the more tropospheric conditions will impact reception. Another thing that will impact the reception is the type of modulation. AM or FM, FM being the clearer.

I will listen again tonight and see if I here anything. Keep Ya posted But, I think Your right because I scanned noaa and got only my local station same as at my old place

Bum, your questions are far too vague for anyone to give proper answers so please be more specific as to what you're listening to. There's a lot of spectrum out there and each band has it's own unique propagation conditions so please break it down a bit.
