N2NOV. For New Jersey, John Buracelli's site is excellent.

3. N2NOV doesn't have DEA and CBP freqs.

I see you have been in the NY Regional Forum, your best bet is to ask down there.
Charlie, n2nov is a great guy, the people there are more apt to be of help.

From the main forum page on this website scroll down to the Regional Forums. You will find all the states listed alphabetically there. Open up the New York State forum and read some posts there to see if you can find some answers. If not, start a new thread while in that forum and people might be able to answer your questions. This general scanning forum is not looked at by everyone. Long time members often look at the forum for their state only and to get them to notice your thread you need to start it in the appropriate state forum.

That link you posted with the freqs is all Federal freqs. A lot of federal frequencies are simplex/digital/encrypted. And they might as well be out of date..
