I guess you mean this 156.21000 Link Police - VHF/UHF Link Frequency FM
460.50000 VHF/UHF Link Frequency FM

Simply they are standard VHF and UHF frequencies, any scanner should pick them up
I can't tell you if they are used for anything, I can't get them from Ames on my Handhelds.
I would ask down in the Iowa Regional Forum for more info.

Perhaps they only use them when they have the link or bridge set up for an event?

I'm in the wrong part of the state to be able to listen, but I believe they are used as a cross-band link between agencies. (Possible DM and WDM PD's.)

When I clicked on the link on 156.21 (WPWQ795) it says:

"THIS FREQUENCY WILL BE USED TO PROVIDE INTEROPERABILITY WITH OTHER PUBLIC SAFETY ENTITIES"

It appears the Des Moines PD has a crossband repeater to link its 460.5 MHz comms to 156.21 MHz simplex for mutual aid purposes. I'd bet that other area PDs also has licenses for 156.21.

I have never had this freq in my scanner so i really can't tell ya what it does. From what i can gather no one else uses this 156.21 since West Des Moines, Urbandale, and Clive are on 800mhz westcom and The rest of polk county resides on Racom. If they need to talk to each other, They jump on one of the trunked ops channels or use LEA

460.500 is/was Des Moines PD Ch 6. It is now called LINK and used for
interoperability among local police departments. 156.210 is patched into
LINK and used by Iowa State Patrol-the only other agency licensed on this
frequency-for access. Polk Co Sheriff (on Racom) has direct access to LINK
through a talkgroup. Westcom officers do not have a dedicated talkgroup
to LINK and it seems that a dispatcher has to patch an existing talkgroup
into LINK for officers to use. Both LINK frequencies are conventional analog
frequencies and can be heard on any scanner.
