New information on Phoenix Fire's K Deck of talkgroups, and how they plan to keep VHF for hazard calls.

Does this mean that ALL of the 800 channels will begin to work for EMS calls, and other non fire related alarms? The only talkgroup I receive now is the main dispatch, and that comes in broken.
