Default Emergency Exercise?

There is a lot of strange activity on Simulcast B of the RWC system today. There are several new talkgroups active, and a LOT of radio traffic on multiple talkgroups. It almost sounds likes some kind of emergency exercise. Here is what I have so far:

Talkgroups active:
1607
1623
1624
1625
1626
1627 –
1628 – Identified as “Channel 3 Operations”
1629 – Identified as “Channel 2”

Anyone know what is going on?

Google news search reveals this: Pleasanton Weekly : Emergency responders holding exercise to test response readiness to earthquakes

Some sort of Earthquake preparedness drill with multiple states (including Arizona) participating. Could be that.

We had an earthquake (and they are possible where I am) simulation I believe in June or July this year in the Greensboro, NC area for ARES and public safety. Not that it needs stating, but the radios were hot, interestingly enough and unbeknownst to just about everyone, the Army (I believe it was the state's National Guard) conducted an exercise at a major fuel depot not too far from the Peidmont Triad International Airport. Fun times those were.
