Tempe City Services and Public Safety TRS

Hello all,

Just wanted to let you know that I took the old Tempe Public Safety TRS out of the depricated state, since the system is still quasi active. I renamed it to Tempe City Services and Public Safety.

The system is still operating and has been noted being used for several events. The talkgroups have changed from the old ones, except for one that was patched to the RWC.
