I will monitor the old 900mhz system that Buckeye was using to see if I can hear any Buckeye traffic. I rarely monitor this system, but I will pay more attention to it this weekend. As of now, I am only hearing Buckeye on 4201 and 4202 of the RWC.
There is no active control channel for the new Buckeye 700mhz frequencies listed in this thread, so it seems this system is not online yet.
As for the White tanks site on the RWC, the control channel has been active for many months. However until this week, I have never heard any radio traffic on this site.
The White Tanks site is critical in providing the link between the YRCS and RWC. It is my opinion that the Super Bowl in 2008 was used as a way to gain funding for linking the YRCS and RWC together and creating the White Tanks Site. In reality, the White Tanks site of the RWC was not online and in use during the Super Bowl and is not needed for coverage in the stadium area. For radio traffic at the stadium, Simulcast E site at Luke Air Force Base provides RWC coverage for University of Phoenix Stadium. Much of the activity during games is on the Glendale system.
RWC radio traffic at Phoenix International Raceway (PIR) also uses the Simulcast E system. There is an Avondale tower on Simulcast E that is about 2 miles from the track site.
Here are some interesting links I found about the RWC:
This link outlines the demos of linking the YRCS and RWC which grabbed the attention of nationwide radio publications.

This link has Interesting information about margining of Simulcast E & G, as well as Scottsdale and Paradise Valley coming online in 2010. There is also a somewhat dated channel plan.
