(BTW, there's an either open carrier or an interfering signal on 8AIRS around the ASU West campus. Every time I'm northbound on 43rd Ave, as soon as I get to Sweetwater Ave, it pops up. I don't recall if there's a tone on it.)
The AIRS-AZ channels (156.7 tone) were all supposed to be linked together for cross-band interoperability. Bringing up one would bring up all 3.
The AIRS channels were allocated:

AIRS-2 Pima/Santa Cruz/Coconino Counties
AIRS-3 Yuma/La Paz/Pinal/Gila Counties
AIRS-4 Mohave/Navajo/Apache Counties
AIRS-5 Yavapai/Cochise/Graham/Greenlee Counties
The VCALL, VTAC, UCALL, UTAC and 8TAC channels all had a CTCSS of 156.7.
The VTAC channels were allocated:
VTAC-11 Yuma/La Paz/Pinal/Gila Counties
VTAC-12 Maricopa/Mohave/Cochise/Graham/Greenlee Counties
VTAC-13 Pima/Santa Cruz/Coconino Counties
VTAC-14 Yavapai/Navajo/Apache Counties
