Default Nova Scotia Power

Continuing our discussion from Scan Maritimes...
So I just heard some activity on 157.59, talking to a line crew about an outage near Bedford. Did not hear the other side though, could only hear the person at the control centre.

I have the input frequency, but there was nothing on it during the transmission. In fact I have all licensed NSPI frequencies in my scanner, and there was nothing on any of them for the other side of the conversation.

Im trying to find the codes for Richmond County so i can program my scanner to hear NSPI line crew, can anyone help.
