Can't speak for NB, but for NS pretty much everything is on the province-wide trunked system, the Aliant TMR. Specific sites you'll want to program would be Amherst, Claremont, Londonderry, Hilden, Shubenacadie, Sackville and then the Halifax-area sites Geizers Hill and Maritime Centre. Shouldn't be a need to program any more sites than that. RCMP, EHS (EMS) and Halifax police and fire are all on that system.
As for fire you'll want to visit the Cumberland, Colchester, Hants and Halifax county pages. The first three counties each operates their own VHF radio system, and on each county page I have those VHF systems as the first in the list (X county paging system, etc) so if you just program those frequencies you should be fine.
Halifax fire is on the trunked system, but paging is done via VHF, frequencies are in the Halifax county page.
