Frequency Question

As I was driving home my scanner picked up radios from the road crew just working below my place, the frequency was 464.8250 but I'm not able to understand a word they are saying, sounds almost like its encrypted. Can anyone shed any light on this question?

Voice inversion is commonly used as an inexpensive alternate to Digital or any other format, seeing as that it is a business simplex freq, very likely radio shop programmed it with VIS, you would have to supply a copy of the recording here to verify.

Speaking another language maybe?

One time I was trying to tune in a shortwave broadcast and was having a lot of difficulty, due to the noise floor, getting to the spot where they were intelligible, then it suddenly dawned on me that it was Arabic - not English. LOL
