Default EDACS in Australia and New Zealand

Some interesting articles have appeared in the last week or so on the net for EDACS networks in Australia and New Zealand

Some interesting facts

Victoria - 800Mhz EDACS system with 1500 users over 18 sites over 110,000 square miles with signals pentrating into South Australia and into the border towns of New South Wales. It's main customers are utilies and the National Response Centre (400 users).

Tasmania - 800Mhz EDACS system originally built for Tasmanian Hydro as a private 50 site integrated voice and data network has now been expanded to over 70 sites and 1200 users to support the Tasmanian Police (with AEGIS encryption capability that is now not being used due to operating difficulties ... not suprising given how mountainous Tasmania is) and some other users.

New Zealand - 800Mhz EDACS system for originally 16 sites on the North Island and now expanded to 23 sites with 3,000 users.

There are also three private 800Mhz EDACS networks set up for mining company, Comalco with referinies in New Zealand, Bell Bay in Tasmania and Gladstone in Queensland

The Tasmanians certainly found out the hard way why EDACS stands for:

Every Day Another Customer Screams

Fancy setting up an 800MHz system on the most mountainous piece of ground in the country. Someone should have known out that this would not be a good idea.

Isn't the Tasmanian Police considering abandoning their EDACS system and going to a Motorola system? This move has got to be bad news for the people at MA/COM's Public Relations Dept. However, a big plus for the those who work at the big "M."

Default EDAC Freqencies

I see the frequencies for Tasmania.

Has anyone figured out the frequencies in New Zealand or Victoria???

As most of you know EDAC requires a LCN and takes a discovery procedure to determing the LCN and what channels to put the frequencies in.

We are going to visit New Zealand and Australia for several months starting in New Zealand in early 2006 and I will have equipment along for scanning so it would be nice to have the frequencies for the sites.

Not sure about New Zealand but I have sighted the Tasmanian, Victorian and Queensland EDAC frequencies. Give me a week or two and I will try to put something together.

EDACS is (or was) the major player in Tasmania and one of about three in Victoria. Apart from the smelter in Queensland, as far as I can tell EDACS seem to be on the wane .... they have never got a foothold in Sydney and simply because many state and federal government have largely used motorola equipment in the past and are familiar with their gear, motorola systems are now preferred by law enforcement post 2001. They are however better placed than TETRA which apart from a disasterous flirtation by Western Australian Police has never been used here (despite it's successful implementation in Singapore and New Zealand)

Whoops ... forgot that Nokia did run a trial TETRA system for Telstra in 1998, as a alternative communication system for the Sydney Olympics. In the end Telstra used a Motorola 9600 baud Digitally Encrypted Trunking System (which was sold off afterwards .... which reflecting back on it was pretty dumb).

Successful in New Zealand! With whom?

The Auckland Police were to have it installed in time for an APEC conference in 1999?, but it was removed just two weeks before the event citing "lack of user confidence".

The contract was formally cancelled in 2001. Obviously the WA Police didn't learn from that episode.

That was a very good observation "Bro" ... I assumed (which is dangerous .... never assume something) that it had been successfully introduced .... which it hadn't. Those Auckland frequencies in the database are the ones which got abandoned. I found the comment that "TETRA was not mature enough" in official government papers.

I find that weird ... that TETRA works in Europe but not in the antipodes. I suspect that it is tied up in high density population/terrain type issues. Australia in particular is flat and great expanses of nothing with very low population densities except in the capital cities. I know that Sydney's terrain leads to it's own percularities for a high density populations .... a basin between mountains with lots of hills and valleys. Completely different from the terrain of Melbourne (flat with mountains in the distance) and Brisbane (flatish with mountains nearby). Auckland from memory is very hilly. (oh that's right ... they have volcanoes over there in New Zealand).

Anyway that set me searching and in the end I have managed to find the entire new zealand on-line database (it is very recent because i have searched for this before!!)

My, let's call it an educated guess, is that the problems were not due to the technology (the TETRA standard as such) or the site placement/terrain but rather related to a certain manufacturer who couldn't get his equipment to work properly, thus creating a very bad impression.

Default New Zealand 800Mhz Trunking Frequency List Part 1

This is a rather lengthy list (in 2 parts) of what appears to be 800Mhz trunking systems in New Zealand. New Zealand seems to use 858-864Mhz as their trunking band (outputs). The purpose of this thread is get the locals in NZ to identify what systems they are, control channel frequencies (many move daily), any identification information gleaned, fleet plans etc. MCS Sites are reported to be EDACS and there are a number of Motorola Smartnet systems on both North and South Islands. I am hoping the locals in NZ will start using their 245, 780's etc and help us piece more of the puzzle togther.

Hmmm! The New Zealand and the Western Australia TETRA projects were using different manufacturers.

And while there appears to be no complaints about TETRA from Europe, there are certainly a lot of complaints from Britain, where the emergency services have basically been blackmailed into using TETRA by the Government (ie., in general terms - use TETRA and we pay for it, use anything else and you have to find your own funding).

TETRA is known in Britain as 02 Airwave, or just Airwave.

Perhaps it's no coincidence that the Airwave network happens to be from the same supplier that did the trial in NZ.

The Australian demo was successful but from what I heard the frequency band wasn't available, which put an end to the idea of TETRA there (at least at the time).

That governments force a certain standard on the emergency services is actually a good move for two reasons:
Firstly it ensures that they can communicate which each other seamlessly and secondly it saves cost - building one large network that every agency can subscribe to is cheaper in the long run than every agency building their own system, possibly with different frequencies etc., and it reduces the equipment and antenna clutter on the sites / towers, too.
Large, shared networks work fine in Finland (VIRVE) and Belgium (Astrid) for example - you don't hear any problems from there, rather lot's of positive feedback.

I am probably a bit biased here but in my opinion TETRA is the best standard for a secure communication system in the PSS (Private Safety and Security) area, in particular since it's an open standard that allows for healthy competition, e.g. using different makes of radios in one network, enables / promotes development of new features and functions etc. as compared to being locked in by one manufacturer that sells you a proprietary system and does what he wants (in terms of pricing and development).
And don't just think in terms of infrastructure / radios but also applications that run on top of the network - in TETRA there is an abundance of such applications (mostly by 3rd party companies) on offer.

Unfortunately this is getting way Off Topic of the original thread, so my apologies.

The Western Australia project was NOT a demo, but a full blown contract to upgrade that States communications network, and it was NOT successful.

And despite TETRA claiming that their system will work anywhere between 150 and 900 MHz, the contractors claimed they could only use a band that is not assigned for Trunk Radio use in Australia.

However, the regulatroy authority went against their own Bandplans, and authorised use of the band requested by the contractors.

End of story.

I heard the contrary ... that the supplier (SIMOCO from memory) couldn't get it to work as per specification. I know that they had big troubles well before they abandoned it, as somebody I know who does consultancy work in that field who was offered and refused to get involved with the project ... he himself was convinced that the system as per the specification was unworkable. Also I think SIMOCO went into receivership worldwide at the same time (it didn't help).

The Austrian ADONIS TETRA system was abandoned as well - unworkable. Plus Auckland.

The Australian States and Federal Governments do have a reliable and secure digital system - it is called APCO-25 MOTOROLA ASTRO standalone (with encryption) or APCO-25 MOTOROLA ASTRO Trunking (with encryption).

Given that US Manufacturers now have "domestic status" under the US-Australia Free trade agreement for contracts over 5 million and that Motorola is now being preferred by all governments, we are firmly entrenched in the APCO-25 camp

Hi,

First, the WA Police TETRA project was only to cover Perth... compared to some projects in the Eastern states it was tiny. However, it showed up the dangers of working with companies that are very lightly "resourced". If they hit a snag, it can derail the project. WA Police from what I have seen would also NOT be the easiest customer to deal with!

As for Motorola=APCO.... PLEASE! Motorola are technology tarts- they will sell you anything you want in the way of trunking... they don't care so long as you buy it off them. I was once told "We are not in the business of telling customers what they should buy. We are in the business of selling them whatever they want!" If we wanted TETRA, believe me the big M would be selling us a TETRA system.

Point taken. I was thinking of another demo that was done in Sydney and Perth (with the Perth base station linking back to the switch located in Sydney).
If I recall correctly this did involve the Western Australia Police, too, though I might be mistaken here.

Well, the TETRA standard allows for any frequency but of course no manufacturer can just "flip a switch" to comply, more likely manufacturers offer their equipment in the most common bands, which are 380-400, 410-430 and 806-824/851-869 MHz. Other bands are offered here and there if the vendor thinks it's profitable to develop / produce such equipment (kind of customization if you like).

ADONIS has been replaced by 'Digitalfunk BOS Austria' and contracts have been signed, so it doesn't seem to be 'unworkable'.
The new nationwide police network in Germany will also be TETRA.

The interesting part of the blurb for the new TETRA sytem for Austria is the lack of any references to the previous attempt ADONIS (as if it didn't exist).

As for unworkable, I have located a number of references that the ADONIS project collapsed around about July 2003 because of it's failure to meet critical radio specifications. Contracts were terminated.

My understanding that European Countries are locked into TETRA or TETRAPOL solutions through common security agreements.

Anyway probably enough on TETRA given the original enquiry on this threads was EDACS systems in New Zealand

Can you provide the references? I would be interested to have a closer look at those specifications and why they weren't met.
Though from what I heard/read the contract termination was based on problems during demos and commercial issues. Again I am certain that any technical problems are rather with the manufacturer and not the TETRA standard as not many suppliers are able to provide big, stable systems with nationwide availibility of features. Rhode & Schwarz (RS Bick Mobilfunk), which was the choosen technology supplier, does not have much TETRA references, and certainly none for large, nationwide networks. So I wouldn't be surprised if they got a bit ahead of themselves when they bid for Adonis and couldn't deliver in the end.
