Does anyone know if it is legal to install a laptop mount into your own personal vehicle?

Check your state DOT/MVD website. They may have a link to information regarding this. The laws are going to vary by state, but most say no TV/DVD player in the front seat/visible to driver. The laws that specifically mention computers usually say it...

can't be used while mobile in motion, meaning while you're driving down the road. You have to be at a redlight or pulled off the road. Exemptions are usually given to LEO's.

Those two websites will give you a starting point. But laws can be, and are, updated. California's law AB301 is an example, which seems to expand the existing law:

And I want to correct one of my above comments. North Carolina specifically prohibits computers, and several Canadian provinces specifically prohibit computers and/or video displays which could cover computers.

And, of course, an officer could narrowly interpret their state's law to include a computer, even if not specifically mentioned in the law, and you'd have to argue it out in court. Which could easily get expensive. :/
