Default Windows 98 SE

I am considering another feed but the only computer I have available is running Windows 98 SE. Is there a version of ScannerCast or another program available to run on this Operating System.

When I was running feeds on a Windows 98 SE PC I used Oddcast/Edcast.

Alternative Broadcasting Software and Clients - The RadioReference Wiki

It worked well but I finally moved to XP to use logmein for remote access.

Just one of the "little scanner people."

RadioFeed should work with WIN 98. I say "should" because I haven't tested it with that OS in about a year but it should be ok.

If it can run Win98 then is can run a lighter version of Linux like Xubuntu.

Then run DarkIce to provide your feed.

That's what I use and besides my RR stream I also host two stream directly and the website for my streams.
