You were listening to the U.S. Forest Service Pacific Southwest Region's (R5) north law enforcement net. It is used on some National Forests from the Sequoia National Forest north. If you heard Porterville dispatch then you were listening to the Sequoia National
Forest, not to be confused with Sequoia National
Park. The National Park Service, as far as I know, never used the Forest Service LE net on 166.125. If the Park Service was working an incident near the Park/Forest boundary it is possible that you may have heard National Park rangers using it to communicate with Forest Service Law Enforcement Officers. Yosemite protection rangers use designators that include letters pronounced using the international phonetic alphabet (alpha, bravo, charlie, delta) while the Forest Service LEO's use edward, lincoln, charlie, and david. I'm not sure if the Sierra and Stanislaus National Forests have repeaters on this net installed.
The National Park Service is installing law enforcement nets at several National Parks. Grand Canyon, Big Bend, Yosemite and possibly others have one already. The frequencies used are unique to each park and not a wide area regional net similar to the Forest Service.
