Probably the same way most local government agencies dispose of surplus property. When an item is deemed to be surplus, it goes to the department involved in purchasing and disposition of materials and property, where it is either offered up to other government agencies for use, or sold at auction.
Most surplus electronics end up on a pallet, where bidders bid on entire pallets, which may include scanners, radios, computers, test equipment, and copy machines. The stuff gets racked and stacked, tossed around, and if you're looking for a bargain, you're better off scouring Craigslist.
