Blue-2 Border West, 39.24, 136.5 PL, has been used since last summer. It was installed in the early part of 2013.

Well then I need to update the DB then as that's first report I've heard.

I've never heard anything on 39.24, even though I frequently scan it (with no PL). I remember some RR posts last year that mentioned some occasional testing on it, but nothing since then. I wouldn't update the database until it's been confirmed to be in current use by actual reception reports.

it was in the DB for reference as it was in official CHP docs, but with a notation of "Planned"

Yeah, I was suggesting that it should remain that way in the database until it goes into actual use. I wouldn't remove the "planned" designation until listeners confirm that it has gone fully operational (as opposed to occasional transmissions for testing purposes).
