On BayScan one of the members is a Kern County Sheriff dispatcher. He might be able to help (although I dunno if he participates in this site or not).

Really? Nice, maybe he knows some hidden/new freqs, is his name
(Mike Derryberry)?

if so i read a post somewhere he wrote about what chp freqs he colud pickup here in bakersfield, I'll have to try to get a hold of him, wonder if he posts here on rr?
