New radio transmit quality

I have a new Cobra 19 and Hustler mag mount antenna. The quality of voice transmission has a lot of static, receive is fine. Replaced the radio and exact same problem?? Any advice would be appreciated.

Tighten all connections, electrical and from the radio antenna connector all the way to the whip on the antenna.
Move antenna to different location and/or try different antenna.
Check standing wave ratio.
Have someone close listen to a transmission without any voice and while holding mic button, shake or wiggle mic cord. You might disregard this test if you exchanged mics when you exchanged radios.
Does this always happen when talking with the same person or everyone? Does it vary with the distance from the other radios.

Thanks This is second radio/mic and antenna is in a position where location prevents moving it. I will get a second antenna next week to see it that help.
