What is a safe input voltage for a Stryker 955? I see on my power supply I have 14.2V going in and it drops to about 13.8 on AM and 13.6-7 on SSB.

The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

A mobile CB should do just fine with anything from a bit below 12 volts to up around 15 or so. Those are "normal" levels you'd see in a car.
14.2 volts is OK, so it's 13.8, 13.7 13.6.
What you need to be more concerned about is how much the voltage drops when you are transmitting. If those voltages you provided are for when you are on the air, then you are OK.
Often some will use undersized power supplies and the voltages will drop well below 12 volts when transmitting, often resulting in the radio shutting down. If yours is not doing that, then you are OK.
You should be in a safe range. 13.8 on transmit is not too high, but don't let the idle voltage get much higher on a CB since there is not much load in standby mode. The power supply to my FT 897 runs at about 13.8 volts at idle and drops to about 13.6 on transmit at 50 watts on VHF FM, but it can put out 50 amps dc so there is very little fluctuation.

Is the radio damaged if the voltage gets too low, i.e., heats up, etc?

Unlikely, although some radios can get a little weird when they get low in the voltage department. Likely not anything permanent.
Often if they are voltage starved, transmitting will cause the power supply to strain, which will further drop the voltage, and then the radio just powers down.
Often you'll hear people complaining about radios "restarting" when they transmit. That's usually a good indication.
