Hmmm, just throwing thoughts around in my head.....

Dispatcher goes to S.O.P. or pre-plan, matching up what dispatcher hears on incoming calls and reports by police, uses closest pre-plan, it happens to be entitled 'riot pre-plan', dispatcher broadcasts the word 'riot' in order to prepare first responding PD, media listens to scanner, media defines the whole scenario as a 'riot', places 'riot' article in Twitter and on front page, entire event blown out of proportion.
In reading the article, Jimmy John's, The Fox Theatre, etc never sought out police protection.


Ideas?

It seems like par for the course nowadays, everything seems to be blown out of proportion except what really is important--and nobody seems interested in that stuff
