Sounds like I70 through the mountains is pretty much closed

If a message hit your pager as garbled, it could be a number of things. Weather, low battery, or even RF from radios or being in a building with little/no outside coverage (deep in a building, in a basement, concrete walls, etc...

Interstate 70 closed Idaho Springs to Vail, US-40 Berthoud Pass closed, US-40 at Hayden closed and the list continues not going to be a fun night in the central and northern mtns.
